FOR THE PRODUCTION OF BIOMASS OF PROSPECTIVE MEDICAL
PLANTS OF TURKMENISTAN»
IDB FINANCING (TECHNICAL ASSISTANCE GRANT) NO. TUR-0021
The Government of Turkmenistan has received financing (Technical Assistance Grant) from the Islamic
Development Bank (IDB) for supporting the Institute of Medicinal Plants of the Academy of Sciences of
Turkmenistan (Ashgabat, Turkmenistan) for the Project of “Development of Biotechnological Methods for the
Production of Biomass of Prospective Medicinal Plants of Turkmenistan” and intends to apply part of the
proceeds of this financing to cover the cost of consulting services.
The services include specific training and hands-on experience in specialized labs for six young researchers for a
total of 36 man month. Three of the researchers will be sent on training during 2014 to gain experience in plant
cell culturing methods and production of callus biomass. The project will benefit from the experience of other
countries in plant biotechnology by selecting a laboratory/research center, engaged in relevant research efforts,
to provide the proposed training. The second batch of three young researchers will be sent during the second half
of 2014 for training on the identification of pharmaceutical compounds in cell exudates or cell biomass,
purification and chemical characterization of the newly discovered compound. The training of manpower shall
be procured through short listing of relevant laboratories both from and outside the Member Countries of the
Islamic Development Bank.
The Institute of Medicinal Plants of the Academy of Sciences of Turkmenistan now invites eligible consultants to
indicate their interest in providing these services. Interested consultants must provide information indicating that
they are qualified to perform the services (brochures, description of similar research experience in similar
conditions, availability of appropriate skills among staff, etc.). Experience in the following area or tasks shall be
the minimum requirement for the requested services:



Experience in the ongoing work on plant cell culture, preferably on medicinal plants. On return, the
trainees will be expected to work on Alhagimouroum (camel thorn) and/or Mandragora
Experimental production of plant cell culture/ plant callus biomass as source material for the production of
pharmaceuticals.
Isolation and purification of medicinal components from plant cell culture and/or plant callus.
A consultant will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants
under Islamic Development Bank Financing, May 2009 edition from a short list of relevant laboratories both from
and outside the Member Countries of the Islamic Development Bank. The selection method will be “Quality and
Cost Based Selection (QCBS)” method. Detailed selection and qualification criteria will be provided in the
Request for Proposals (RfP).

Правительство Туркменистана получило финансирование (Техническую Помощь
{Грант}) от Исламского Банка Развития (ИБР), чтобы поддержать Институт лекарственных
растений Академии наук Туркменистана (Ашгабат, Туркменистан) для Проекта “Разработка
биотехнологических методов для производства биомассы перспективных лекарственных
растений Туркменистана” и намеревается применить часть доходов от этого финансирования,
чтобы охватить стоимость консультационных услуг. Услуги включают определенное обучение
и практику в специализированных лабораториях для шести молодых исследователей в течение
в общей сложности 36 человеко-месяцев. Трех исследователей отправят на обучение в течение
2014 г., чтобы приобрести опыт в методах культивирования клеток растений и производстве
биомассы из каллусной ткани. Проект извлечет выгоду из опыта других стран в области
биотехнологии растений, выбирая лабораторию/исследовательский центр, занятую уместными
исследованиями, чтобы обеспечить предложенное обучение. Вторую партию из трех молодых
исследователей отправят в течение второй половины 2014 г. для того, чтобы обучаться
идентификации фармацевтических веществ в выделениях клеток или в биомассе клеток,
очистке и химической характеристике вновь обнаруженных фармацевтических веществ.
Обучение трудовых ресурсов должно быть обеспечено через короткое внесение в список
уместных лабораторий внутри и вне Государств - членов Исламского Банка Развития.
Институт лекарственных растений Академии наук Туркменистана теперь приглашает
приемлемых консультантов указать их интерес в обеспечении этих услуг. Заинтересованные
консультанты должны обеспечить информацию, указывающую, что они квалифицированы,
чтобы выполнить услуги (брошюры, описание подобного опыта исследования в подобных
условиях, наличие соответствующих навыков среди штата, и т.д.). Опыт в следующей области
или задачах должен быть минимальным требованием для требуемых услуг:
•
Опыт в продолжающейся работе над клеточной культурой растений, предпочтительно по
лекарственным растениям. По возвращению, стажеры ожидается, будут работать
верблюжьей колючкой (Alhagimouroum) и/или Мандрагорой (Mandragora).
• Экспериментальное производство клеточной культуры растения / биомасса из каллуса
растения, как исходный материал для производства фармацевтических препаратов.
• Выделение и очистка лекарственных компонентов и клеточной культуры
растения и/или каллуса растения.
Консультант будет отобран в соответствии с процедурами, изложенными в Руководящих
принципах для Использования Консультантов при Финансировании Исламским Банком
Развития, издания мая 2009 г.
