1. BACKGROUND:
Во втором квартале 2013 года как в Николаевской
области, так и в Украине в целом наблюдался
значительный
рост
протестной
активности
населения. Значительная часть таких протестов,
например штурм Врадиевского райотдела милиции
или перестрелка в Чаусово-2 (больше примеров см. в

Следующим определяющим фактором является
создание и расширение т.н. организаций с
динамически меняющейся структурой. Созданные
«по принципу роя» новые NGO (группы Тараса
Плахтия, Сергея Сухобойченко, Николая Воробьева
и им подобные) всё больше влияют на общественнополитическую жизнь страны. Суть влияния – в
сращивании аналитических центров с «полевыми»
организациями
активистов,
работающими
в
условиях улицы. Если до недавних пор радикально
настроенные организации, такие как Демальянс,
Европатруль, С14, Рух Гая Фокса и т.п., в ходе своих
акций постоянно подвергались риску репрессий со
стороны государства, то теперь, взяв на вооружение
методы психологии, конфликтологии и пропаганды,
они достаточно уверенно формируют общественное
мнение вокруг своих акций, что в большинстве
случаев позволяет им заручиться поддержкой
населения. Под давлением общественности санкции
выносятся
достаточно
мягкие:
никто
из
протестующих не получил более трех суток ареста.
С другой стороны, негативным следствием такого
сращивания становится участившиеся призывы к
насильственному свержению действующей власти в
Украине. Так, народный депутат Олег Медуница на
своей странице в Фейсбук открыто публикует
инструкции по изготовлению и применению
зажигательных смесей, т.н. «коктейлей Молотова».
С наступлением лета радикально настроенными
общественно-политическими формированиями всё
больше проводится молодежных лагерей, т.н.
«сичи», «вышколы», «бешенные мамы» и пр., в ходе
которых молодежь обучается тактике действий в
условиях уличных беспорядков. При отсутствии
идеологической базы, подготовленные в таких

The next determining factor is the creation
and
expansion
of
the
so-called
organizations with a dynamically changing
structure. Creating "on the basis of a
swarm of" new NGOs (group of Taras
Plahty, Sergei Suhoboychenko, Nikolai
Vorobiev and the like) has increasingly
influence the social and political life of the
country. The essence of influence - in the
merging of analytical centers with a "wild"
activist organizations working in the
streets. If until recently the radical
organizations such as Demalyans,
Evropatrul, C14 Rukh Guy Fawkes and
the like in the course of their stock is
constantly at risk of reprisals from the
government, now by adopting the methods
of psychology, conflict resolution and
advocacy they are confident enough to
shape public opinion around their shares,
which in most cases allows them to enlist
the support of the population. Under
public pressure, the sanctions are carried
soft enough that none of the protesters did
not get more than three days in jail.
On the other hand, the negative
consequence of this splicing is frequent
calls for the violent overthrow of the
current government in Ukraine. Thus,
people's deputy Oleg Medunitsa on his
page on Facebook openly publishes
instructions for making and use of
incendiary, the so-called "Molotov
cocktails." With the onset of summer with
radical social-political formations are
increasingly conducted youth camps, the
so-called "Sich", "schooled", "rabid
moms" and so forth, during which young
people are trained in the tactics of street

что технологии влияния на сознание украинцев и их
использование пока на недостаточном уровне.
Даже наиболее опытные в этом плане организации и
аналитические центры пока работают по схеме:
1. Отслеживание резонансных событий либо их
провокация.
2. Персонификация
и
отождествление
представителя целевой аудитории с действующими
лицами.
3. Формирование общественного мнения.
4. Усиление позиции (информация об аресте
активистов, например).
5. Призыв к действию.
Примером могут служить действия представителей
«Батькивщина» и Центра Разумкова: 9 марта 2013
запускается серия публикаций о беспрецедентном за
последние 20 лет росте преступности в Украине:

1. Track resonant events or their
provocation.

the target audience with the actors.
3. The formation of public opinion.
4. Strengthening of the position (messages
about the arrest of the activists, for
example).
5. The call to action.
An example is the action of the
representatives of the All-Ukrainian Union
"Fatherland" and the Razumkov Center:

2. PROGRAM OBJECTIVES:
To increase human rights awareness among social activists in southern Ukraine.
The Human Rights Training Center will use Endowment support to promote human rights in
Ukraine's southern Mykolayiv region. The Center will conduct two, three-day training seminars for a
total of 40 regional activists to increase the human rights component in social advocacy programs
being conducted in the region. Ten of the most promising participants will develop civic campaigns
incorporating the newly acquired skills. The two activists carrying out the most successful campaigns
will have their visa costs covered for participating in a Civic Exchange Program between Ukraine and
Minnesota.
As with many of Ukraine's regions, the Mykolayiv region has a significant number of NGOs
active in social or cultural fields. Unfortunately, the majority of these organizations divorces their
local activities from the country's political context and do not fully understand or fulfill the traditional
role of NGOs as watchdogs fostering the human rights of their members and clients. This is a
consequence of both the lack of effective sharing of strategies among Ukrainian NGOs and the
compartmentalization of these organizations in their localities and spheres of interest. The technique
of situational training, employed by both business and a number of international NGOs, teaches
participants to create their own case studies of best practices and effective advocacy campaigns by
analyzing local circumstances in order to better understand the political and human rights dimensions
of their activities. While this technique is not new to Ukraine, it has rarely been introduced to
organizations at the local or regional levels.
The Center will conduct two trainings for local activists in Mykolayiv region to introduce the
situational method and support organizations in implementing advocacy campaigns employing the
new techniques. The Center will first publicize the training program, including information about the
technique, its purpose and applications, in local and regional media as well as regional and national
NGO portals such as GURT and Gromadska Prostir (a NED grantee). Up to 30 participants will be
selected for the initial trainings based on applications and assessments of the organizations they
represent; special consideration will be given to activists under 30 years of age. During the three-day
trainings, the activists will focus on improving their project development and organizational planning
skills, with an emphasis on increasing the latent human rights elements in their activities. A second
training for 10 of the most promising participants of the first training will be organized to help
develop training skills that will enable participants to transfer their skills and lessons learned more
effectively to peers in the regions.
Ten of the most promising activists will be invited to develop civic campaigns incorporating
the newly acquired skills. A jury, consisting of experienced NGO activists and representatives of the
Center, will select the two best campaigns. The winners will participate in a Civic Exchange Program
between Ukraine and Minnesota, with NED covering their US visa costs.

2. PROGRAM ACTIVITIES:

С 1 апреля по 30 июня участникам 3 этапа
предоставлялась методическая помощь он-лайн с
помощью инструментов Гугл- докс, адоби –
коннект, гугл- хенгс-аут, а также в телефонном
режиме.
PR-сопровождение
проекта
проводилось
согласно
плана
информационного
сопровождения.
Всего
подготовлено
и
опубликовано свыше 90 информационных
модулей (текстовых, видео и аудио материалов, а
также презентаций в формате Повер-пойнт,
прези-ком, суперфикс и прочие).
В ходе третьего заключительного этапа проекта
участники совершенствовали навыки применения
технологий участия, построения консенсуса и
планирования
действий.
Наши
студенты
самостоятельно
разработали
методические
рекомендации к своим учебным кейсам и
критерии оценки для отбора победителей
конкурса.
Участники
приступили
к
реализации
собственных социальных проектов и проведению
образовательных мероприятий с использованием
кейс-стади и патисипативной фасилитации.
Многие участников создали свои сети вещания и
авторские программы. Например, сеть Ukraine
Social Community на сегодняшний день уже
насчитывает более 6,5 тыс. членов. Создана

figures in the south of Ukraine. In the period

set of measures to achieve this goal.
Sharing the experience of participants in the
press, electronic media, on TV and in social
networks. Project participants have formed

exercises - Ukraine Social Community.
7 members have developed their own

action planning. Our students have developed

evaluation criteria for the selection of the
winners.
Participants have begun to implement their
own social projects and educational activities
with the use of case studies and partisipation
facilitation. Many participants created their
own broadcasting network and author of the
program. For example, a network of Ukraine
Social Community today already has more
than 6.5 million members. Created authoring

В июне 2013 конкурсная комиссия из 12 человек,
в т.ч. представители НПО, Академии управления
и Администрации Президента Украины провела
итоговую оценку работ участников проекта. В
результате были отобраны победители конкурса.

3. ASSESSMENT or EVALUATION:
Основная цель проекта - повышение уровня
организационного
развития
местных
гражданских групп путем их участия в
разработке и распространении ситуационных
упражнений,
основанных
на
реальных
информационно-пропагандистских кампаниях.
Разработано 20 ситуационных упражнений и

предоставленных отчетов участники проекта
провели в общей сложности свыше 200
образовательных мероприятий. Их слушателями

самими участниками и их слушателями.
В работу сетей авторов ситуационных
упражнений вовлечены не только лидеры НПО,
но и представители органов власти и местного
самоуправления (пример Евгений Жук Харьков). Темы, поднимаемые слушателями
HRTC в своих программах напрямую касаются
развития демократии и защиты прав человека. В
качестве экспертов привлекаются все новые
участники, в т.ч. зарубежные – Андрей Фесенко
(международный суд по Правам человека –
Страсбург, Франция; Эдвард Лоуренс, вицепрезидент ICA-Global – США-Тайвань).
Участниками семинаров Центра проведено ряд
собственных аналитических исследований.
Пример Юлия Гончар, г. Чернигов заняла 2
место в конкурсе аналитиков по гендерным
вопросам. С использованием современных
медиа-инструментов
слушатели
HRTC
включились в разработку социальных проектов
в рамках финансирования конкурса для
выпускников образовательных программ США
(более 30 участников).
Следует отметить, что большая часть наших
выпускников успешно привлекают финансовые
средства международных доноров и местных
бюджетов. Так, Оксана Ковалек из с.
Афанасьевка
Снигиревского
района
Николаевской области и возглавляемая ей
общественная организация «Злагода» выиграла
областной конкурс проектов развития органов

human rights. The experts are involved in, all
new members, including foreign - Andrey
Fesenko (International Court of Human Rights
- Strasbourg, France, Edward Lawrence - VicePresident of ICA-Global - USA-Taiwan).
The participants of the Centre conducted a
series of seminars own analyzes. Example Julia
Honchar, Chernigov took 2nd place in the
competition analysts on gender issues. With the
use of modern media tools HRTC students
involved in the development of social projects
in the funding competition for graduate degree
programs in the U.S. (over 30 participants).
It should be noted that most of our graduates
are successful in attracting funds from
international donors and local budgets. So,

Snigirevskaya district of Mykolayiv region and
led to her NGO "Zlagoda" won the regional
competition of development projects of local
governments as a result of which the local

С использованием возможностей WEB-2.0 один
из участников нашей программы «Обучаем
успеху» Святослав Сурма (г. Дрогобыч,
Львовской области) организовал «Викиуниверситет»
интернет-площадку
для
повышения
квалификации
руководителей
неприбыльных организаций и институтов
гражданского общества.
Другой
участник,
Константин
Заец
(Доманевская ОО «Чиста вода») провел ряд
общественных
слушаний
с
участием
представителей районной государственной
администрации по вопросам распределения
бюджетных средств на социальное обеспечение
жителей
30-километровой
зоны
Южноукраинской АЭС.
Александр Малицкий (НПО «Зеленый рух»),
еще один слушатель HRTC, благодаря навыкам,
полученным в ходе наших семинаров
организовал ряд акций, основной целью
которых
было
привлечение
внимание
общественности
к
проблемам
ядерной
энергетики
