Родился 3 марта 1983 г. в городе Набережные Челны (тогда – Брежнев Татарской АССР).
В 2004 г. с отличием окончил Московский государственный лингвистический университет по
специальности «Международные отношения». В 2001 г. стал победителем конкурса научных
работ «XXI век: место и роль России в международном сообществе», проводившегося РАМИ.
В 2007 г. защитил диссертацию на соискание ученой степени кандидата политических наук
на факультете политологии МГИМО(У) МИД России. Тема работы: «Конституционное
оформление и развитие современных институтов и практик демократического правления
(сравнительный анализ)».
С августа 2007 г. (в качестве аспиранта – с 2005 г.) по ноябрь 2009 г. работал в должностях
преподавателя и старшего преподавателя Кафедры сравнительной политологии МГИМО(У).
Участвовал в преподавании основных учебных курсов кафедры (в том числе курса
«Сравнительная политология»), также разработал авторские курсы для студентов
факультета политологии, в частности, «Эмпирическое исследование голосований в ГА ООН» и
«Конституции стран мира и правовые системы современности».
С 2005 г. участвует в проекте «Политический атлас современности» в качестве соавтора и
координатора.
С ноября 2009 г. является доцентом Кафедры политической теории. Участвует в
преподавании основных учебных курсов кафедры (в том числе курсов «Теория политики»,
«ИТОМВ», «Основы политологии»). Для магистрантов факультетов политологии и
международной журналистики разработал новые учебные курсы - «Нефть в мировой
политике и экономике», «Технологии электронного правительства», «Информационное
обеспечение деятельности органов государственной власти», «Основы делопроизводства и
документооборота». Для иностранных студентов магистратуры МГИМО разработал курсы

«Политический процесс в современной России», «Теория и практика социально-культурного
проектирования в России», «Электронное правительство и управление», «Энергетическая
дипломатия» (последний - в соавторстве).
В 2011 г. стал победителем конкурса на присуждение грантов для молодых преподавателей,
проводимого Благотворительным фондом В. Потанина.
С января 2010 г. по ноябрь 2011 г. являлся заместителем руководителя Исполнительной
дирекции Мирового политического (Ярославского) форума. В 2012 г. являлся программным
директором Делового саммита АТЭС и программным директором Всероссийского
молодежного инновационного конвента.
С января 2013 г. возглавляет Институт международных отношений и управления (School of
Government and International Affairs) МГИМО(У), в рамках которого осуществляются
англоязычные бакалаврские программы Университета.
Я.И. Ваславский является членом Правления Российской ассоциации политической науки,
действительным членом Международной ассоциации политической науки и исполкома
Исследовательского комитета №37 при Ассоциации (Комитет №37 исследует проблемы
политического развития). От МГИМО(У) и Кафедры политической теории курирует совместный
проект с Лондонской школой экономики и политической науки по изучению влияния
наполеоновских войн на историю Европы.
Я.И. Ваславский - член экспертного совета Фонда "Институт социально-экономических и
политических исследований".
Основные научные интересы: конституционализм, электронное правительство, ресурсный
фактор в мировой политике, федерализм, партии и партийные системы, методика
сравнительного и многомерного статистического анализа. На указанные темы по состоянию
на 2010 год опубликовал монографий и научных публикаций общим объемом более 38 п.л.
Имеет опыт управления рекламными и PR-подразделениями в коммерческих организациях (в
т.ч. планирования и бюджетирования, организации выставочных экспозиций и конференций,
ведения переговоров и т.п.).
Владеет английским, французским и итальянским языками.
